Instructions
- Preheat your oven to 350°F (175°C) and line two baking sheets with parchment paper.
- In a bowl, whisk together cocoa powder, granulated sugar, brown sugar, flour, baking powder, and salt. Stir in melted butter and vanilla until combined. Fold in chocolate chips.
- Scoop tablespoon-sized dollops of batter onto the baking sheets and bake for 10-12 minutes until edges are set.
- For the filling, beat softened butter and brown sugar until creamy. Gradually mix in heat-treated flour and fold in mini chocolate chips.
- Allow brownie rounds to cool completely before spreading cookie dough filling on one round and topping with another to form a sandwich.
